WHITEHALL, April 21, 1853. The Queen has been pleased to grant unto Richard Heaviside, of Courtlands, in the parish of Withycombe Raleigh, in the county of Devon, and of Brunswick Square, Brighthelmstone, in the county of Sussex, Esquire, Captain in the 16th (Queen's) Lancers, only son of Richard Heaviside, late of Brighthelmstone aforesaid, Esquire, Lieutenant in the 1st (King's) Dragoon Guards, deceased, by Mary his wife (only child of William Frederick Spicer, Esquire, sometime a Colonel in the Army), and grandson of Richard Heaviside, late of Peterborough House, in the parish of Fulham, in the county of Middlesex, Esquire, deceased, by Anne his wife, sister of the said William Frederick Spicer and also of William Francis Spicer, late of Courtlands aforesaid, Esquire, deceased, Her royal licence and authority that he and his issue may, in compliance with a direction contained in the last will and testament of his maternal great uncle, the aforesaid William Francis Spicer, take and henceforth use the names of William Spicer, in lieu of that of Heaviside, and that he may be called and known by the name of Richard William-Spicer, and that he and they may bear the arms of Spicer ; such arms being first duly exemplified according to the laws of arms and recorded in the Heralds' Office, otherwise the said royal licence and permission to be void and of none effect: And also to command that the said royal concession and declaration be registered in Her Majesty's College of Arms.
